Yes. dotphoto uploads HEIC files.
dotphoto saves HEIC files as JPG files because most printing equipment requires JPGs. If you download your files, dotphoto will return JPGs.
A HEIC file contains one or more images saved in the High Efficiency Image Format (HEIF), a file format most commonly used to store photos on iOS devices. It contains an image or sequence of images likely created by an iPhone or iPad's Camera app, as well as metadata describing each image.
A HEIC file ends with the extension .heic Attached is a sample HEIC file for your use.

MORE ON CONVERTING HEIC FILES
- Open your device's Settings.
- Scroll down and tap Camera.
- Select Formats and choose Most Compatible.
- Open the HEIC photo in the default Preview app.
- Click File in the top menu bar and select Export.
- Change the Format drop-down menu to JPEG and click Save.
- Open the HEIC file in the native Photos app.
- Click the three dots (
...) in the top right corner and select Save As (or Save a Copy). - Choose JPG or JPEG from the file type menu and save it.
